China has been hyped as an AI superpower poised to overtake the U.S. in the strategic technology domain of AI. Much of the research supporting this claim suffers from the “AI abstraction problem”: the concept of AI, which encompasses anything from fuzzy mathematics to drone swarms, becomes so slippery that it is no longer analytically coherent or useful.
